The AddMeasurementsAfter event builder adds measured current and field (if available; only for MBIs) to the CycleData object after measurement (i.e. after the cycle has ended).

A CycleData object is buffered from the AddProgrammed converter, and field_meas and current_meas are updated and then emitted.
